Brief Introduction of SAC
Standardization Administration of the People's Republic of
China
was established by the State Council of China in April 2001 and authorized by the
State Council to exercise the administrative functions and carry out centralized
administration for standardization in
China.
The Main Responsibilities
- To draft and revise the state laws and regulations on standardization,
to formulate and implement the policies on standardization; to prepare the national
administrative rules on standardization and develop relevant systems; to organize
the implementation of laws, rules and systems on standardization;
- To be responsible for formulating the development programs on standardization
of
China
; organizing, coordinating and drafting the programs on development and revision
of national standards;
- To be responsible for organizing the development and revision of national
standards; to be responsible for the examination, approval, numbering and publication
of national standards;
- To be responsible for the management of funds used for developing
and revising national standards and the funds specially used for research on standards
and standardization activities;
- To manage and guide scientific & technical work related to standardization
as well as the dissemination, education and training concerned;
- To be responsible for coordinating and administering national technical
committees of standardization concerned;
- To be responsible for coordinating and guiding sector and local standardization
work; to be responsible for registration of sector and local standards;
- To represent China to join the International Organization for Standardization
(ISO), International Electrotechnical Commission (IEC) and other international and
regional standardization organizations; to be responsible for organizing the activities
of Chinese National Committee for ISO and IEC; to be responsible for organizing
domestic sectors and local areas to participate in the international or regional
activities on standardization; to be responsible for signing and implementing international
cooperation agreements on standardization, and to examine, approve and organize
the implementation of international cooperation and exchanging projects on standardization;
to be responsible for examining work on international activities related to standardization;
- To administer the work of national systems of organizational entity
codes and commodity bar codes;
- To be responsible for dissemination, implementation and popularization of national
standards; to supervise the implementation of national standards;
- To administer nationwide
information work on standardization;
- To carry out the notification and inquiry work of standards stipulated by WTO/TBT
Agreement;
- To achieve some other works from AQSIQ.
Based on the main responsibilities,
the SAC is setting 6 executive departments: General Office, Dept. of Planning and
Information, Dept. of International Standards, Dept. of Agriculture, Light Industry
and Local Standardization, Dept. of Industry and Transportation, Dept. of New &
High Technology.

Brief Introduction of CAS
China Association for
Standardization (CAS), consisting of organizations and individuals engaged in standardization
in national wide based on the voluntary participation, is a public society of standardization
enjoying a legal status approved by the Ministry of Civil Affairs. Led by China
State Bureau of Quality and Technical Supervision (CSBTS), CAS is one of the important
members of China Association for Science & Technology. The routine executive
body of CAS is secretariat, which is composed of Executive Office (Personnel Department
included), Editorial and publishing Department, Technology Development Department,
Reference Material Department, Education & Training Department and
China Technical
Consultation Center for Standardization, etc.
CAS was founded in 1978.With more than 20 years' development; CAS has been a comprehensive
public society for standardization with a moderate scale, engaged in academic research,
standards development, dissemination and education, training, technology exchanges,
compiling and publishing, web site on line, consultation service, international
communication and cooperation and so on. By establishment of cooperative relationship
with many international, regional and overseas academic bodies for standardization
and technology exchanges, CAS gained an extensive influence upon the development
of standardization all over the world.
The Fifth Board of Directors of CAS was formed in December in 1999 and its members
include entrepreneurs, experts, scholars and government officials, Among them,17%
came from the associated departments of the state Council,11% are industry experts,15%
came from technology supervision sectors,20% came from local associations for standardization,
and 37% from enterprises. The composition of the new Board is in compliance with
the development of market economy and the need of continuous improvement of the
standardization work.
Nowadays, CAS with seven professional branches for standardization, owns more than
30,000 individual members and 400 institutional members. The local associations
for standardization have been established in 30 provinces, autonomous regions and
municipalities.
Business Scope
- Organizing academic seminars and arranging academy exchanges for both
international and domestic experts;
- Undertaking administration and technological work and related activities in standardization
field, authorized by the government;
- Conducting research and social investigation on policies, laws, regulations
and concerned technical issues in standardization field; offering proposals to the
administrative department of standardization of the State Council;
- Being authorized to undertake or participate in scientific research
of standardization, demonstration of scientific and technological projects, verification
of scientific and technological results of standardization, and qualification assessment
of professional titles;
- Conducting
certification services;
- Disseminating knowledge of standardization, training for standardization
workers;
- Exploring resources of standardization information and providing consultation
services;
- Being authorized to publish notification of national standards and
concerned standardization information, and compiling, publishing and distributing
books, magazines and documents on standardization;
- Recommending or rewarding the excellent papers and works for science
application and promotion, giving commendation to the excellent standardization
workers;
- Promoting cooperation and exchanges with overseas standardization organizations,
developing relations with standardization bodies, experts and scholars in Hong Kong,
Macao and Taiwan regions, actively organizing people to join the domestic, regional
and international activities on standardization;
- Initiating economic and technological entities concerning to standardization,
and conducting the business activities as per the laws;
- Taking care of and protecting rights and interests of standardization professional
workers and conducting various service activities;
- Conducting all other tasks with respect to standardization.

Standards Press of
China
(SPC)*
The Standards Press of China (SPC), founded in October 1963, is the only publication center in China licensed to publish national standards, professional standards, and books concerned with standardization, and other scientific and technical books. The main publications are as the followings:

SPC takes “strengthen standards, develop books, base on two-efficiency, elaborate on works, emphasize characteristic” as chief policy of publication. Basing on publishing high-quality standards, SPC plots and exploits publications concerned with standards, and has founded Standard trademark. At the same time, SPC has been publishing management books based on quality management and certification, environmental management and certification, occupational health and safety and its certification, founding a book-system taking quality as core competitiveness.
In the 40-year development, SPC implements the Party's publication policy seriously, and insists the socialist publication orientation, and takes serving for country economy-building, enterprise, reader to the primacy. SPC has done much jobs and gained outstanding achievement on editing, publishing, distributing, consulting standards and books of science and technology, and been an important part of China Standardization. SPC has published about 35 000 kinds of standards, more than 3 600 kinds of books, and nearly 300 kinds of CD-Rom, audio-video and electronic publications. The total copies are more than 260 000 000. There are many books won National Excellent Book Award.
SPC issues standards and books throughout the whole country by Xinhua Bookstore , Professional Standard-information Bookstore, and non-government bookstores. It also has its own reader service department and network-shop for consulting and retailing standards and books.
SPC is taking cultivating core competitiveness-Standard and Quality as its goal, establishing abroad contact and cooperation relationship actively. It has developed oversea copyright trade continuously, and is going on exploring and practicing the trademark management, network publishing, standard-copyright trade, and so on.

General Administration of Quality Supervision, Inspection and Quarantine of the
People's Republic of China
(AQSIQ)is a law-enforcement administrative
organ directly under the State Council of the People's Republic of China in the
field of quality, metrology, entry-exit commodity inspection, entry-exit health
quarantine, entry-exit animal and plant quarantine, certification and accreditation,
standardization.
AQSIQ has

in-house departments, i.e. General Office, Department of Legislation, Department of
Quality Management, Department of Metrology, Department of Inspection and Quarantine
Clearance, Department of Supervision on Health Quarantine, Department of Supervision
on Animal and plant Quarantine, Department of Supervision on Inspection, Bureau
of Import and Export Food Safety, Bureau of Special Equipment Safety Supervision,
Department of Supervision on Product Quality, Department of Supervision of Food
Production, Department of Law Enforcement and Supervision (AQSIQ Office of Fight
against Counterfeits), Department of International Cooperation (WTO Affairs Office),
Department of Science and Technology, Department of Personnel, Department of Planning
and Finance, Party Committee (PC) Office and Bureau of Retiree Cadres. In addition,
assigned by the Central Commission for Discipline Inspection of CPC and the Ministry
of Supervision, a Discipline Inspection Team and the Inspection Bureau resident
permanently in AQSIQ.
AQSIQ undertakes to
administrate the Certification and Accreditation Administration of the P.R. China
(CNCA) and the Standardization Administration of the P.R. China (SAC). Both authorized
by the State Council, CNCA exercises the administrative responsibilities by undertaking
unified management, supervision and overall coordination of certification and accreditation
activities across the country, and SAC performs nationwide administrative responsibilities
and carries out unified management for standardization across the country.
